Data Sources
GroundTruth aggregates duty information from official, public sources. Where a rate is not directly published, it is clearly marked as an estimate.
Official sources
- Harmonized Tariff Schedule (HTS) — USITC HTS Online (10-digit duty rates, general/column 1).
- Section 301 tariffs — USTR notices and the modification notices on China-origin products (list 1–4B, including the 2025 semiconductor and solar supply-chain expansions).
- Section 232 tariffs — U.S. Dept. of Commerce Section 232 investigations (steel, aluminum, autos).
- MPF / HMF — CBP fee schedules; MPF ad valorem rate of 0.3464% (min $31.67, max $614.35) and HMF 0.125% on vessel cargo, per CBP guidance.
- De minimis — $800 threshold per 19 U.S.C. § 321, with Section 301 de minimis changes for China-origin shipments as announced.
How rates are computed
Each product page starts from the HTS base rate, then adds applicable surcharges (301/232) and fees (MPF/HMF) to produce a landed-cost band. Bands account for freight and insurance assumptions stated on the page. Where the 10-digit HTS line is not certain, the page says so and shows the range.
Estimate vs. binding ruling
These figures are planning estimates, not a CBP entry, not legal advice, and not a binding ruling. The official binding authority is the CBP ruling process. Data as of 2026-10-01.
